Ricardo R. Blancaflor (Of-Counsel) first joined the Romulo Mabanta Buenaventura Sayoc & delos Angeles law firm after passing the bar in 1981. He handled civil, criminal, and corporate litigation and was also involved in labor and other special projects.
Ric was appointed as an Undersecretary in the Department of National Defense in 2001 and, in such capacity, was also concurrent Spokesperson and Assistant Chief Executive Officer of the Anti- Terrorism Council and was one of the enforcers actively involved in the anti-terror laws. He was moved to the Department of Justice, where he handled the task forces against human trafficking, extra judicial killings, and media killings. He ended his government stint as Director General of the Intellectual Property Office of the Philippines and was the driving force behind the stellar achievements of the Office.
Ric is the co-author of the book International Intellectual Property and the ASEAN Way – Pathways to Interoperability published by Cambridge University in October 2017. He holds a Bachelor of Laws degree from the Ateneo de Manila University, where he also completed his undergraduate degree in Economics. He is currently a lecturer in the Philippine Judicial Academy on Corporate Rehabilitation, Human Rights, Extra-Judicial Killings (EJK), and Cybersecurity and is also a Mandatory Continuing Legal Education (MCLE) lecturer at the UP Law Center. He has been a member of the Supreme Court Subcommittee on Rules for the last 10 years. He was a bar examiner in 2013.
