Blancaflor, Ricardo R.

Ricardo R. Blancaflor (Of-Counsel) first joined the Romulo Mabanta Buenaventura Sayoc & delos Angeles law firm after passing the bar in 1981. He handled civil, criminal, and corporate litigation and was also involved in labor and other special projects.

 

Ric was appointed as an Undersecretary in the Department of National Defense in 2001 and, in such capacity, was also concurrent Spokesperson and Assistant Chief Executive Officer of the  Anti- Terrorism Council  and was one of the enforcers actively involved in the anti-terror laws. He was moved to the Department of Justice, where he handled the task forces against human trafficking, extra judicial killings, and media killings.  He ended his government stint as Director General of the Intellectual Property Office of the Philippines and was the driving force behind the stellar achievements of the Office.

 

Ric is the co-author of the book International Intellectual Property and the ASEAN Way – Pathways to Interoperability published by Cambridge University in October 2017. He holds a Bachelor of Laws degree from the Ateneo de Manila University, where he also completed his undergraduate degree in Economics. He is currently a lecturer in the Philippine Judicial Academy on Corporate Rehabilitation, Human Rights, Extra-Judicial Killings (EJK), and Cybersecurity and is also a Mandatory Continuing Legal Education (MCLE) lecturer at the UP Law Center. He has been a member of the Supreme Court Subcommittee on Rules for the last 10 years. He was a bar examiner in 2013.

Nigel Carmelo Q. Reago is a Senior Associate at Romulo, specializing in Technology, Media & Telecommunications (TMT) law.

 

He assists a wide range of clients, including technology solution providers, telecommunications entities, e-commerce companies, software firms, IT service providers, FinTech firms, gaming companies, cloud service providers, asset management companies, foundations, and cooperatives, in navigating the Philippines’ multifaceted legal landscape.

 

His practice covers licensing, regulatory compliance, data privacy, intellectual property, mergers and acquisitions, gaming, labor, tax, customs, government procurement, corporate governance, and other general corporate matters.

 

Nigel guides clients through licensing and regulatory requirements, particularly with entities regulated by the Department of Information and Communications Technology (i.e., Private Express and/or Messengerial Delivery Service operators, Independent Tower Companies, and Satellite Systems Providers or Operators), National Telecommunications Commission, and Philippine Amusement and Gaming Corporation.

 

His experience includes handling corporate transactions such as mergers, acquisitions, joint ventures, minority investments, and restructurings, including providing counsel on tax implications, data privacy concerns, employee transfers, and intellectual property considerations within these complex deals.

 

He also advises clients on technology transfer arrangements and drafts and negotiates software license agreements and end-user agreements. Nigel also assists clients with data privacy matters, including crafting and reviewing privacy statements and policies, data sharing and outsourcing agreements, and compliance with mandatory breach notification and registration requirements with the National Privacy Commission.

 

In addition, he represents local and multinational clients before the Bureau of Customs in seizure, forfeiture, and abandonment proceedings and in issues involving the valuation of goods and importer accreditation.
Nigel earned his bachelor’s degree in philosophy from the University of Santo Tomas. He graduated as valedictorian of his class from the De La Salle University College of Law in 2018 and joined Romulo in 2019. He was admitted to the Philippine Bar the same year.

Fong, Susana C.

Susana C. Fong rejoined Romulo Law as an of counsel after retiring from a career in investment banking, trust and investments, private banking, and insurance.

 

In her law practice, she had advised clients in various industries on legal and tax implications of commercial transactions, contracts, joint ventures, shareholders’ agreements, management and technical consultancy agreements, securities regulation, and initial public offerings.

 

She is well versed in wealth management, tax and estate planning, compliance with banking and insurance regulations, and negotiations with tax authorities in the handling of tax assessments. She has made representations before various government offices such as the Securities and Exchange Commission, Bangko Sentral ng Pilipinas, Bureau of Internal Revenue and the Insurance Commission.

 

Susana graduated with a bachelor’s degree in Commerce with major in Management of Financial Institutions in 1980 as well as a degree in History-Political Science in 1981 from De La Salle University. She received her bachelor of laws degree from the Ateneo de Manila University in 1985. She was admitted to the Philippine bar in 1986 and joined Romulo Law until she pursued a career in banking and insurance for more than two decades.

Sanchez, Aaron Zibeon U.

Aaron Sanchez is a senior associate of the Dispute Resolution Department of the firm. He handles commercial disputes involving civil litigation and/or arbitration, government investigations, and criminal prosecution and defense. He advocates before the trial courts, various government agencies, the Court of Appeals, and the Supreme Court. He also renders advice on transactional and regulatory matters involving mergers and acquisitions.

 

Aaron’s work deals with a wide array of industries, including energy, natural resources, construction, distribution, real estate, mining, and telecommunications.

 

Aaron studied law at the University of the Philippines (UP) and obtained his Juris Doctor in 2018. He was a member of the Order of the Purple Feather, the UP College of Law’s honors society, and served as an editor of the Philippine Law Journal, Volume 90. For his undergraduate degree, he studied Economics at UP and graduated magna cum laude in 2013. Aaron was admitted to the Philippine bar in 2019 and joined the firm in the same year.

Jerald C. Ambe is an associate whose current practice focuses on taxation, corporate law, labor, mergers and acquisitions, and project development and finance.

 

Jerald provides legal counsel to domestic and foreign clients on various issues such as tax and regulatory compliance, incorporation matters, corporate reorganization, asset acquisition, labor relations and disputes, and general corporate matters. Jerald is a Certified Public Accountant who ranked 13th in the July 2014 CPA Licensure Examination. Prior to joining the firm, he worked as a Tax Associate at SGV & Co., providing tax services to clients from various industries. While studying law, he also worked as a Finance Services Analyst at QBE Group Shared Services Ltd., where he oversaw the Group Head Office books of accounts and performed bank reconciliation and cash management functions.

 

He received his bachelor’s degree in accountancy from the University of San Jose – Recoletos in 2012 where he graduated magna cum laude and top of his class. In college, he was an active student and community leader. He was one of the finalists in the search for the Ten Outstanding Students of the Philippines in Central Visayas and was selected as one of the participants in the 14th Ayala Young Leaders Congress.

Mendoza, Camille Angelica A.

She enjoys a varied legal practice with a special interest in emerging fields of law.
